arcgis9.3 破解版 停留在启动界面 不能正常启动

LMTOOLS一切正常；This license can be checked out；Server Start Successful;Reread Server License File Completed.
hostname 核对后也没有问题，可是装完Arcgis desktop 打开的时候，还是显示下面这些，有高手知道怎么回事吗？？？不胜感激。。。。。。

provide your license server administrator with the following information;

License server machine is down or not responding.
see the system administrator about starting the license server system, or
make sure you're referring to the right host (see LM_LICENSE_FILE).
Feature: ARC/INFO
Hostname: Not_set
License path: @Not_set;
FLEnet Licensing error: -96,7. System Error: 11001 "WinSock: Host not found (HOST_NOT_FOUND)"
问题补充：也试过进入arcgis—>desktop administrator—>licence manager里面修改名称,但是显示如下:
The computer you chose is not a valid license server or is running an older version of the License Manager.
从而修改不了~~~~问题到底出在哪里啊~~~

有人说是要导入注册表，破解文件里面只有这几文件。data_interop 、license_server_crack、license_server_setup、ESRI.ArcGis.Desktop.v9.3.ISO-TBE.nfo 是哪个啊？知道的请指点下。谢谢了。都装了N次了，还没弄好，都崩溃了。
