It is obvious in the graph/table that the rate/number/amount of Y has undergone dramatic changes. It has gone up/grown/fallen/dropped considerably in recent years (as X varies). At the point of （接近）X1, Y reaches its peak value of …(多少).

上面的字数已经70左右，只是一些模版（红体字）和过渡句（黑体字），至于所给提纲中的1.2.3中的内容还没有写，要是加上提纲中的内容应该在150字以上。你在写作文时不要硬套模版，在所给提纲和模版之间少写一些过渡句(文中黑体字)，这样显得顺畅一些而不僵硬。一定不要只顾着写模版而忘了过渡句和所给提纲的内容。也就是文章由三部分构成：过渡句+提纲+模版。过渡句和模版起穿针引线的作用，两者把提纲穿起来。知道这个结构，你的文章才清楚明了。
不一定能达到你的要求，不过看看，也许有用呢，呵呵。
