have sth done 和 have sth to be done 这意思是不同的，

have sth done是常用句式，让某事（由他人）完成。
have sth to be done动词不定式作宾补，而且用的是被动式，但意思稍有不同，它的意思是有某事需要（由他人）完成。

done 这个过去分词，其逻辑主语是homework,被动关系。但是还有一个该动作的执行者，这个人就我(I).

have sth to be done

我使这件事情(被它人)做了。

这个to be done的动作执行者不是句子的主语。
