我在美国上学也不是一两年了，学的不是语言专业，语法我不懂，但是就语感来说，这两个绝对都可以用。
我本着对你负责的态度把这个问题发到几个老美的BBS上询问，美国人绝大部分赞成A和B both can do，但是也有部分人指出，按照英语语法严格来说，B“say”更正确，还是忍不住想说一句，楼上这几位把英语学死了，的确talk about是一个固定搭配，但是这里不是对about的宾语提问，而是对talk这一动作的内容提问。
以下是几个老美的回答，我也贴在这里给你参考：
I would say 'say'
talk doesn't make sense, it would be ' When Mr X talked about the town centre he said ...
And speak doesn't make sense, you could say 'when speaking Mr x said.... about the town centre'
B is correct
‘A’ and ‘C’ would be grammatically incorrect sentences

This is an unfortunate thing about learning and teaching English... "Say" is the one that sounds right, sure, but how to explain why? To someone who is learning and trying to understand English, this is not enough...a reason in needed; sadly, there isn't much structure to English to determine what should be used when, and how.
I would say that 'talk' would be used like this: What did Mr X talk about?
In this one, there is no direct object, thus it would seem that 'talk' is used for more general, open-ended purposes.
'Speak' would be used much in the same manner (What did Mr X talk about)
So, logically, it would seem that "say" needs a direct object, or at least a sentence to follow it, like: Dave says: "I can't go."
Whereas 'talk' and 'speak' can be left on their own without a direct object (He talks often/She spoke yesterday), unless you use them with the prepositions 'about', 'with', 'of', etc... Then you could use a direct object...
But why not for the example above? Maybe because 'what' is already considered a pronoun for the missing direct object, and since you already have 'the centre of town', you would be forced to use 'say'...?
This is all very confusing, and I seem to be running around in circles. I hope I can at least help you thought process on this.
