told him he ought to have gone along a side street这部分是简介引语。told 和said 都能导引简介引语，用什么词都可以，不过是在引述别人的话。"what does the policeman tell you" 这是你问他*告诉了他什么；“what does he ask you" 这是你问*的

你的表述好混乱，如果是直接引语，就是 jack asked the policeman ：“what have you done?”。间接引语是 jack asked the policeman （that）what he had done。后面这句that可省，区别就是人称的变化，和从句的时态与主句保持一致，所以你想错了
