20世纪70年代，美国学者维克（K. E. Weick）提出了松散结合系统理论（Loosely Coupled Systems），他认为学校组织成员之间相互联系却又彼此保持独立，他如此阐释 “The principal and the counselor are somehow attached, but that each retains some identity and separateness and that their attachment may be circumscribed, infrequent, weak in its mutual affects, unimportant, and/or slow to respond. ”。
