重复到的部分，从句中用关系代词替换掉，本来是who/whom/that都可以的，但这题把从句里的介词to提前，那就只能用宾格的whom了

I gave the photos (to the girl），我把照片给了那女孩
然后再还原，先行词用关系词代替并提前到从句的句首，to whom（因为这里the girl做介词to的宾语，用宾格，whom）I gave the photos

因为后面的介词to 提到了引导词前面（可以不提），who 就要用宾格 whom 代替，而且不能被省略。
如：the room（ that/ which） i live in = the room in which (that 不能用在介词后) i live in ：我住的房间。
再如： the person (who/that) i talk with = the person with whom(that 不能用) i talk ：我与之谈话的人。
