This building is 3 times higher than that one = 这幢楼比另一幢高3倍。

This building is four times the height of that one = 这幢高楼是另一幢的4倍。

其实这一题不单考英语，也在考汉语。
2是1的多少倍？
2比1多多少倍？
上面这两句估计还有N多人搞不清楚，这个清楚了的话，英语也就好理解得多。
