首先就这句短语来讲，没有明显区别。
如果硬要区分不同，at表示的距离比by更近，也就是说更靠近。
但日常生活中我们不需要如此纠结的表达。

At - to define a point or a place, but not a huge place like a city or a country (you use in)
example - I saw him at the Sandman's bar. (That is very specific at that particular bar).
By- it has the same meaning as near, at the side of, credit of work
Example - I saw him by the Sandman's bar. (meaning I saw him near that bar. He was not inside the bar when I saw him.)
